that can be done with the Citizen's Advisory Committee.  Maybe he
could make Shackleton his main interest then.

2. The L-5 society may play an important role.  After we have a
good writeup, it could be circulated to the L-5 executive committee.
It could then be published in their bulletin.  Their support will
be valuable, and their work in clobbering the Moon Treaty gives them
considerable credibility.

3. The relation of the project to L-5 has to be thought out carefully.
L-5 already includes many of the potential engineering participants
and also many potential fund raisers.  On the other hand, many parts
of the society and many people in it have other objectives they are
pursuing, and Shackleton requires a single purpose organization.

4. The contrast between the luxury of O'Neill's ideas and the austerity
of Shackleton will be apparent, but L-5 has gone far from the luxury
approach, if indeed it ever followed O'Neill in this.
